China’s central Henan Province is having the most severe rainstorms on record, and it’s causing massive flooding in the city of Zhengzhou. Henan Province on Wednesday initiated its highest-level emergency response to flooding, as rain-triggered disasters have caused at least 12 deaths and 5 injures as of 4 a.m in Zhengzhou. Around 100,000 people have been evacuated. The People's Liberation Army has been mobilized in Henan to take part in the disaster-relief efforts, sending more than 3000 soldiers and 80 vehicles and rafts to the storm-lashed province.

The Communist Party of China Central Committee and the State Council released an official document on improving birth policies to promote long-term and balanced population development on Tuesday. The document also put forward supporting measures to encourage births, including tax deductions and improving the public services related to family planning – particularly for child-rearing, eldercare and enhancing demographic surveillance and forecasts.  

《中共中央 国务院关于优化生育政策促进人口长期均衡发展的决定》20日发布,作出实施三孩生育政策及配套支持措施重大决策,开启我国人口发展新阶段。《决定》提出要组织实施好三孩生育政策,降低生育、养育、教育成本,有效解决“择校热”难题,严格规范校外培训,平衡家庭和学校教育负担。要加强税收、住房等支持政策,完善生育休假与生育保险制度;同时,取消社会抚养费等制约措施,将入户、入学、入职等与个人生育情况全面脱钩。

China’s National Health Commission on Wednesday said the gap between childcare services supply and demand is large in China. There are about 42 million children aged 0 to 3 in China, and one-third of them have a demand for childcare services. However, data shows that only 5.5 percent of them have attended nursery schools.


Updates on COVID-19. 


Two new local cases were reported yesterday in Yunnan Province. As of 1 p.m. on Wednesday, a total of 17 workers were tested positive for COVID-19 at Nanjing Lukou International Airport in Jiangsu Province. Among them, nine cases have been confirmed, another five are asymptomatic, and the remaining three are awaiting confirmation tests. Starting Wednesday, only people with a negative nucleic acid test result within 48 hours can leave Nanjing.


CPC Leads a Century’s Progress.


With the 2022 Winter Olympics just months away the Chinese capital Beijing will be the first city to hold both the summer and winter games. The Chinese delegation didn't attend the Olympics until 1932 summer games in Los Angeles. It wasn't until 50 years later that China won its first gold medal. In order to encourage the whole nation to take up regular exercise, in 1949, around 5000 stadiums were built in the country. And over the next 70 years, the number of stadiums increased around 700 times reaching over 3 million in 2019. Over the years China has promoted exercise and participation in sports. It hopes that by 2035 over 45 percent of the population will regularly participate in exercise.

Many Chinese companies are chipping in to help with relief work in the rain-ravaged Henan Province. Tencent, Alibaba, Ant Group, ByteDance, Meituan, Foxconn, Xiaomi, Kuaishou, and 360 Group have donated a total of 740 million yuan. In addition to financial support, JD, Hema, Meituan, and SF Express provided relief supplies and emergency shelters. AutoNavi Map released the "Henan Rainstorm Ponding Map”; online travel platforms provided free ticket refund and rebooking services for Henan tours.


Hainan province saw its foreign trade surge 46.1 percent year on year to reach 58.5 billion yuan in the first half of this year, with imports soared 69.5 percent to 44.4 billion yuan and exports edged up 1.9 percent to 14.1 billion yuan, local authorities said Tuesday. Over the period, Hainan used 950 million U.S. dollars of foreign investment, up 623.6 percent year on year. The province also saw its service trade volume grew 81.2 percent to 13.7 billion yuan in the period.


The Cyberspace Administration of China (CAC) on Wednesday launched a campaign against harmful content targeting minors in live-streaming, short video, and online education platforms. Online platforms including Kuaisou and Tencent were given fines by the CAC for disseminating child pornography and using sexually suggestive videos of minors to attract traffic, and were ordered immediate rectification.


Wrapping up with a quick look at the stock market.


Chinese stocks closed higher on Wednesday with the benchmark Shanghai Composite Index up 0.73 percent, at 3562 points. The Shenzhen Component Index closed 1.34 percent higher at 15212 points.
