On Monday, a “historical resolution” was being reviewed and likely adopted by top officials of China’s Communist Party at the Central Committee’s most important meeting ahead of next year’s National Congress.

Xi Jinping, general secretary of the CPC Central Committee, explained to the plenum a draft resolution on the major achievements and historical experiences of the Party's 100 years of endeavors.

The key resolution at the sixth plenary session this week will be a crucial political document that could chart the Party's direction for the next few decades, analysts said. It is only the third since the CPC’s foundation in 1921, with previous resolutions delivered by Mao Zedong and Deng Xiaoping.

What are “historical resolutions”?

Historical resolutions are official summaries of the party’s history from its formation in 1921 to the point of the resolution’s publication. They address leading political figures, key achievements, lessons learned, and directions for future policies.

What is the significance of Xi’s resolution?

State media has reported that the latest resolution will help establish Xi’s authority and also promote key party ideas such as the Chinese dream. According to a statement released after the Politburo meeting in August, such a summary is instrumental to resolutely uphold the authority and central unified leadership of the Party's Central Committee and ensure that the whole Party can march forward in unison.

Looking back on the Party's history is also important in terms of moving forward with the CPC's self-reform, improving its fighting capacity and ability to respond to risks and challenges, and forever maintaining the Party's vitality and vigor.

2021年11月8日，党的十九届六中全会在京召开，此次会议重点研究全面总结党的百年奋斗的重大成就和历史经验问题，肩负着承前启后、继往开来的伟大使命。中央委员会总书记习近平代表中央政治局向全会作工作报告，并就《中共中央关于党的百年奋斗重大成就和历史经验的决议（讨论稿）》向全会作了说明。

什么是“历史决议”？这是党自1921年成立以来的历史总结，涉及主要政治人物、关键成就、吸取的教训以及未来政策的方向。六中全会的决议将是一份至关重要的政治文件，为党未来几十年指明方向。这也是中国共产党成立100年来的第三份“历史决议”。

为何在六中全会上总结历史？本周召开的六中全会是中国共产党建党百年后的首次重要全会，总结历史有利于在实现中华民族的伟大复兴的过程中，坚持党的全面领导，坚决维护习近平总书记的党中央的核心、全党的核心地位， 确保全党步调一致向前进，带领百年大党奋进新征程。

全面总结党的百年奋斗的重大成就和历史经验问题，就是要用历史映照现实、远观未来，从中国共产党的百年奋斗中“看清楚过去我们为什么能够成功、弄明白未来我们怎样才能继续成功”，也是永葆党的生机活力、团结带领全国各族人民为实现中华民族伟大复兴的中国梦而继续奋斗的需要。

• The Chinese mainland reported 47 new local cases yesterday, including 21 from Liaoning and 13 from Henan.

  全国昨日新增47例本土确诊病例（辽宁21例，河南13例，黑龙江7例，河北3例，云南2例，吉林1例）。

• An mRNA vaccine jointly developed by Chinese biotech company Walvax Biotechnology and Suzhou Abogen Biosciences won administrative approval to conduct a Phase 3b clinical trial of the shot. Approval was granted to assess the efficacy and safety of using the mRNA vaccine as booster shots for adults inoculated with inactivated-virus vaccines, according to public records on the Ministry of Science and Technology website. 

  根据科技部政府服务平台信息显示，“评价新型冠状病毒mRNA疫苗在18-59岁和60岁及以上已接种新型冠状病毒灭活疫苗人群中加强接种的免疫原性和安全性的IIIb期临床试验”获批准。沃森生物10日表示，公司与合作方共同研发的新冠mRNA疫苗的Ⅲ期临床试验正在国内（广西）、印度尼西亚、墨西哥等地进行。

• The fourth China International Import Expo (CIIE) closed yesterday with $70.7 billion worth of deals signed, according to the event’s organizers. Affected by the Covid-19 pandemic, the figure was down 2.6 percent from last year. About 150,000 square meters of exhibition space has already been booked for next year's expo.

• Chinese ride-hailing giant Didi Chuxing has launched a takeout service in the northern city of Tianjin, its second foray into China’s food delivery sector after an initial flop, media reported today.

  据知情人士透露，滴滴推出外卖业务，在天津测试外卖服务“嗷嗷吃饭”，这是滴滴2019年暂停相关业务之后，对外卖市场的又一次尝试。

• Data released Wednesday by the People’s Bank of China showed mortgage loans accounted for more than 40 percent of China’s new bank lending in October as banks moved to ease up on real estate lending restrictions. Banks extended 826.2 billion yuan ($129.3 billion) of new loans in October, down sharply from 1.66 trillion yuan in September. Of the new loans, 348.1 billion yuan were mortgages, up 101.3 billion yuan from September.

  11月10日，央行公布10月金融数据统计报告。数据显示，10月份人民币贷款增加8262亿元，同比多增1364亿元。央行还公布了10月末个人住房贷款数据，余额为37.7万亿元，当月增加3481亿元，较9月多增1013亿元。分析认为，该指标多增表明居民购房意愿已经出现边际提升，近期按揭贷款政策有所调整，促进房地产市场平稳发展。

• Chinese stocks closed higher on Thursday, with real estate developer leading the gains, and stocks related to Metaverse remained popular. The Shanghai Composite rose 1.15 percent and the Shenzhen Component went up 1.27 percent. The Hang Seng Index also gained 1.01 percent today.

  周四A股三大指数集体上扬。截至收盘，沪指涨1.15%，深成指涨1.27%。房地产开发板块近10股涨停，元宇宙概念火爆，中青宝一度涨超19%。此外，港股恒生指数收涨1.01%。
