China's newly established National Anti-monopoly Bureau on Thursday inaugurated its office in downtown Beijing, marking a new chapter of the country's intensifying efforts to rein in companies' monopolistic practices to maintain free competition of the market.
The bureau’s responsibilities include drafting and implementing anti-trust regulations, as well as helping Chinese companies deal with anti-trust charges overseas. The establishment of the anti-monopoly bureau will push for fair competition, so as to promote continuous improvement of business environment in China, and open up broader space for private enterprises to develop, analysts said.
How does it come into being? Anti-trust law enforcement used to be carried out by the Ministry of Commerce, the National Development and Reform Commission and the then State Administration for Industry and Commerce, which was integrated into the State Administration for Market Regulation(SAMR) in 2018. A dedicated anti-monopoly unit under the SAMR was set up in 2018 and that has now been upgraded to the new national bureau.
The move is considered to be a preparation for the integration of China's antitrust practice with international standards. As the world has entered the digital economy era, the global flow of resources including data is more active, which the new bureau will keep a close eye on.
11月18日，在国家市场监督管理总局办公大楼，国家反垄断局正式挂牌。国家市场监管总局副局长甘霖成为国家反垄断局首任局长。此举意味着中国反垄断执法体系的强化和完善，反垄断执法资源进一步集中。
看到国家反垄断局正式亮相和挂牌的消息，或许有的小伙伴会疑惑：之前国家市场监管总局不是设有反垄断局吗？为何又新设立国家反垄断局？
最重要的一点是，最新亮相的是国务院新设的国家局，而此前的反垄断局则是国家市场监管总局的内设机构。2008年《反垄断法》正式实施后的10年间，反垄断执法由商务部（反垄断局）、国家发改委（价格监督检查与反垄断局）、国家工商行政管理总局（反垄断与反不正当竞争执法局）共同承担，分别负责经营者集中反垄断执法、价格监督检查与反垄断执法、反垄断执法职责。
2018年反垄断执法机构经历了“三合一”整合，国家市场监管总局反垄断局成为专门负责反垄断执法的机构。3年后，国家反垄断局正式亮相并带来三个新的司局，这也就是我们今天看到“刷屏”的国家反垄断局。
自该局消息披露后，各界关注度持续升温。国家反垄断局的成立，一方面，执法体系升级，是促进平台经济健康发展、打造公平竞争市场环境的需要，另一方面或能在全球反垄断实践中分享中国经验，探索中国数字经济监管规则。

China’s e-commerce giant Alibaba Group slashed its full-year revenue forecast Thursday while posting weaker-than-expected September quarter results, reflecting slowing economic growth and regulatory headwinds. The company’s revenue growth rose 29 percent to 200.7 billion yuan in the quarter, the slowest pace since its 2014 debut. Hong Kong-listed shares of Alibaba plummeted 10.7 percent today after its New York-listed stock price tumbled 11 percent on Thursday.

Weibo filed a draft prospectus with the Hong Kong stock exchange on Thursday, as China’s leading microblogging platform seeks a secondary listing to raise capital to expand its content offering and upgrade its technology. The draft filing had no detailed information on the terms of the IPO, or the fundraising size it was targeting.
微博赴港二次上市：11月18日，港交所文件显示，微博已通过港交所上市聆讯。微博暂未披露港股IPO的募资金额，但表示所募资金将主要用于持续扩大用户群及提升用户参与度，以及改善内容生态系统。

Foreign direct investment (FDI) into the Chinese mainland is expected to register "double-digit growth" in 2021, and the country is capable of meeting the target of stabilizing FDI, the Ministry of Commerce said Thursday. FDI, in actual use, rose 17.8 percent year on year to 943.15 billion yuan in the first 10 months of the year, MOC data showed.
商务部：预计全年吸收外资将实现两位数增长，能够实现全年稳外资目标。1-10月，全国实际使用外资金额9431.5亿元人民币，同比增长17.8%。

Chinese stocks rallied more than 1 percent on Friday with the financial and real estate sectors leading more than 3200 stocks to gains. The Shanghai Composite went up 1.13 percent, and the Shenzhen Component closed 1.19 percent higher. However, the Hang Seng Index lost 1.07 percent as Alibaba tumbled 10.7 percent after slashing its full-year revenue forecast.
