China's factory activity unexpectedly expanded in November, growing for the first time since August as supply snags and power rationing abated, taking some pressure off a sector grappling with high raw material prices.  

China's official manufacturing Purchasing Manager's Index (PMI) was at 50.1 in November, up from 49.2 in October, data from the National Bureau of Statistics (NBS) showed on Tuesday, as the impact of a power crunch subsided and inflation pressures eased.

The sub-index of production rose to 52 in November from 48.4 in October as production activity recovered amid rising supply of electricity, according to the bureau.

Meanwhile, the sub-gauges of raw material prices and factory-gate prices dropped to 52.9 and 48.9 last month, versus 72.1 and 61.1 a month earlier, respectively, signalling softened momentum of rising industrial goods prices.

On the other hand, activity in China's services sector grew at a slightly slower pace in November. The non-manufacturing PMI edged down 0.1 percentage points from October to 52.3, as the sector took a hit from fresh lock-down measures as authorities raced to contain the latest outbreak. Analysts say the services sector, which was slower to recover from the pandemic than manufacturing, is more vulnerable to sporadic COVID-19 outbreaks, clouding the outlook for the much anticipated rebound in consumption in the months ahead.

今天，国家统计局和中国物流与采购联合会发布了中国采购经理指数，11月份制造业采购经理指数重回扩张区间。

11月份，制造业采购经理指数为50.1%，比上月上升0.9个百分点；非制造业商务活动指数为52.3%，比上月略降0.1个百分点；综合PMI产出指数为52.2%，比上月上升1.4个百分点，三大指数均位于扩张区间，表明我国经济景气水平总体有所回升。

具体来看，生产指数为52.0%，比上月上升3.6百分点，升至扩张区间，近期电力供应能力持续提升，制造业产能加快释放。主要原材料购进价格指数和出厂价格指数分别为52.9%和48.9%，明显低于上月19.2和12.2个百分点，其中出厂价格指数降至临界点以下，表明近期“保供稳价”等政策落实力度不断加大，价格快速上涨势头得到遏制。

国家统计局服务业调查中心高级统计师赵庆河表示，近期出台的一系列加强能源供应保障、稳定市场价格等政策措施成效显现，11月份电力供应紧张情况有所缓解，部分原材料价格明显回落，制造业PMI重返扩张区间，表明制造业生产经营活动有所加快，景气水平改善。

而非制造业商务活动指数比上月略降0.1个百分点，继续高于临界点，非制造业保持稳定恢复。此轮多点散发疫情波及地区较多，服务业总体恢复有所放缓；而随着部分“十四五”规划重大项目逐步落地，基础设施建设进度有所加快。

• Chinese President Xi Jinping announced new major measures on cooperation with Africa in his keynote speech at the opening ceremony of the Eighth Ministerial Conference of the Forum on China-Africa Cooperation(FOCAC) on Monday, including striving to achieve a total import volume of $300 billion in products from Africa in the next three years, together with an additional 1 billion doses of COVID-19 vaccines to Africa.

  国家主席习近平29日晚在北京以视频方式出席中非合作论坛第八届部长级会议开幕式并发表主旨演讲。习近平表示，作为《中非合作2035年愿景》首个三年规划，中国将同非洲国家密切配合，共同实施“九项工程”。中国将力争未来3年从非洲进口总额达到3000亿美元，并将再向非方提供10亿剂新冠疫苗。

• The Southern International Forum of Finance and Economics 2021, co-hosted by the Greater Bay Area headquarters of China Media Group and Southern Finance Omnimedia Corporation and organized by the 21st Business Herald, will be held in South China's Guangzhou city on Friday. This year’s theme is "New Strategy, New Opening-up and New Journey: Promoting the Circulation of Capital, Science, Technology and Industry".

  Liu Shijin, Deputy Director of the Committee for Economic Affairs of the CPPCC National Committee, Wang Zhongmin, former Vice President of the National Council for Social Security Fund,  Li Yang, Chairman of the National Institution for Finance and Development, and Jeffery Sachs, Professor at Columbia University and President of the UN Sustainable Development Solutions Network are among the keynote speakers. There will also be three parallel forums on the Greater Bay Area economic development, pension finances and ESG, respectively.

• The Chinese mainland reported 21 new local cases in Inner Mongolia yesterday.

  全国昨日新增21例本土确诊病例（均在内蒙古，其中呼伦贝尔市19例、通辽市2例）。

• Sinovac Biotech, developer of the CoronaVac, Suzhou Abogen Biosciences, mRNA jab producer, and vaccine manufacturer CanSino Biologics have said that they are paying close attention to the new Covid-19 variant Omicron and have already begun work on  new vaccines. Also, shares of Covid-19 nucleic acid tests producers soared yesterday after several companies said their reagents can recognize the new omicron mutant strain. 

  检测、疫苗股大涨：针对最新出现的“奥密克戎”病毒变异株，中国科兴称高度关注，并强调将尽快开展评估和研究以了解该变异株对现有灭活疫苗的影响。新冠疫苗研发企业艾博生物、康希诺生物等也宣布开始研发针对奥密克戎的疫苗。康希诺生物昨日涨5.3%，另外，由于多家公司表示可有效检出“奥密克戎”病毒，新冠肺炎检测板块昨天大涨。

  微博将在港交所上市：11月29日，微博公告，本次 IPO 全球发售1100万股，发售价不高于388港元。募资金额不超过42.68亿港元，预计上市日期12月8日。

• Chinese regulators are investigating the former chairman of Everbright Securities, probably for suspected involvement in the 5.2 billion yuan takeover of MP & Silva Holding, media reports. The 2016 acquisition of the UK sports copyrights firm by a unit of the brokerage and another firm reportedly involved improprieties. 

  光大证券前董事长被查：11月29日，据媒体报道，光大证券前董事长薛峰已于数月前被有关方面带走调查，或与对光大证券造成重创的MPS收购项目有关。2016年，光大证券孙公司光大浸辉，联合暴风集团下属公司暴风投资等设立了浸鑫基金，规模共计52.03亿元。该笔资金用于收购英国体育版权公司MPS 65%股权。

• Chinese stocks closed mixed today with stocks of digital currency and vaccine recorded gains, while baijiu stocks tumbled. The Shanghai Composite was flat, while the Shenzhen Component fell 0.1 percent. The Hang Seng Index lost as much as 1.58 percent today with the Hang Seng TECH Index tumbling 1.16 percent. Macau gambling group Suncity Group plunged to a record low in resumed trade on Tuesday after its chairman was arrested over alleged links to cross-border gambling. 

  周二A股股市涨跌不一，沪指涨0.03%，深成指跌0.1%。数字货币概念大涨，疫苗概念股尾盘拉升，白酒股领跌。港股恒生指数跌1.58%，恒生科技指数跌1.16%。太阳城集团复盘大跌48%。
