Economists at home and abroad and representatives from key stock exchanges around the world gathered at the Southern International Forum of Finance and Economics 2021（SIFFE） in Guangzhou, which is themed “New Strategy, New Opening-up and New Journey: Promoting the Circulation of Capital, Science, Technology and Industry,” to discuss new strategies for high-quality development.

Liu Shijing, Deputy Director of the Committee for Economic Affairs of the CPPCC National Committee, said China’s carbon peaking and carbon neutrality goals are a solemn commitment to the world as a responsible country. More importantly, it reflects inherent requirements for the country to achieve a green transformation of its economy and society.

Renowned economist and senior UN advisor Jeffrey Sachs said that every country has a responsibility to jointly contribute to green development, and as the world’s two biggest economies, it is important that China and the US work together.

The forum has brought together representatives of stock exchanges in New York, London, Hong Kong, Tokyo and Korea to discuss how stock exchanges can push for institutional reform and embrace ESG investments.

Ge Chenhao, New York Stock Exchange’s Head of China, said investors will evaluate companies’ operations using ESG criteria in the future, which includes environmental, social and governance performance of a company.

“The Greater Bay Area builds the platform that attracts international capital to help with China’s transition to high-quality green development,” said Julia Hoggett, chief executive of London Stock Exchange. The chief representative at the exchange’s Beijing Office Jon Edwards also revealed that the bourse has recently adjusted its trading rules in preparation for more tech companies to list in London.

本届论坛主题定位为“新战略、新开放、新启航：推动资本、科技、产业大循环”，吸引了来自全球知名经济研究机构、证券监管机构、全球主要证券交易所、国际知名机构嘉宾，以及中国高质量上市公司、金融机构代表共同参与。论坛特别设置了全球经济学家专场、产业与资本专场、全球交易所专场三大环节，共谋中国与全球资本市场高质量发展新战略。

全国政协经济委员会副主任、中国发展研究基金会副理事长刘世锦表示，“双碳”目标的提出是中国作为负责任大国的郑重承诺，更体现了我国经济社会全面绿色转型的内在要求。

世界知名经济学家杰弗里·萨克斯，围绕全球绿色发展和协同合作分享了个人观点。他认为，每个国家对实现绿色发展都负有重大责任，作为全球最大的两个国家，中国和美国应共同致力于可持续发展的全球合作。

本次论坛还汇集了纽交所、伦交所、港交所、东京交易所、韩国交易所等全球最具代表性的证券交易所代表，共同论道全球资产定价新趋势。据与会交易所代表透露，科技类公司正成为各个市场的上市主力军。同时，全球市场范围内，ESG治理正在成为全球投资者关注上市公司的焦点，为积极迎合ESG投资的趋势，多个交易所都在积极推动制度改革。

伦敦证券交易所首席执行官Julia Hoggett就指出，中国经济正迎来从爆炸式的数量增长向质量和创新增长转型的挑战，而大湾区在这一过程中扮演着重要角色。

伦敦证券交易所中国区首席代表Jon Edwards表示，伦交所日前已落地上市新规定，改革了之前的交易规则，以迎接更多的科技型公司上市。

纽约证券交易所中国区主管葛辰皓称，未来，投资人在资本市场看一个公司的时候，将更多从ESG维度对公司做工作，公司治理，环保领域方向，甚至包括公司管理层、员工多样性等，都要作更多维度的测试。

• The central government has decided that Macao's Committee for Safeguarding National Security will have a national security affairs adviser, which should be filled by the director of the Liaison Office of the Central People's Government in the Macao SAR, and three national security technical advisers who are liaison office personnel. 

  中央人民政府同意澳门特别行政区行政长官的报告，决定在澳门特别行政区维护国家安全委员会设立一名国家安全事务顾问和三名国家安全技术顾问。国家安全事务顾问由中央人民政府驻澳门特别行政区联络办公室主任担任；国家安全技术顾问由中央人民政府驻澳门特别行政区联络办公室相关人员担任。

• The Hong Kong health code system synced with the mainland's version will start taking registrations from December 10th to prepare for a reopening of the border. The code will only accept real-name registrations. 

  港版“健康码”将于12月10日上午9点开放申请。香港创新及科技局局长薛永恒介绍，该系统需要实名登记注册并填报居住地址和出行记录。

• The Chinese mainland on Tuesday reported 44 new locally transmitted cases, including 34 from Inner Mongolia.

  全国昨日新增本土病例44例（内蒙古34例，均在呼伦贝尔市；浙江8例，其中宁波市5例、杭州市2例、绍兴市1例；黑龙江1例，在哈尔滨市；上海1例，在浦东新区）。

• Shenzhen's property market was getting busier in November after months of transaction hiatus as developers and homeowners accepted smaller deals. Research shows that more than 5,640 new home contracts were officially registered in the southern tech hub last month, up 20 percent from October. 

  深圳楼市回暖：11月份深圳楼市供需两旺，迎来翘尾行情。2021年11月，深圳成交5644套新房住宅，环比增加两成。二手住宅过户套数为2211套，环比上升37.8%，创下近4个月新高，终止了深圳二手房成交量7连跌行情。 

• Shares in Chinese social media giant Weibo finished 7.12 percent lower than issue price in the company’s Hong Kong debut today, signalling continued investor caution toward the internet sector amid Beijing’s market-damping regulatory moves. 

  微博港股低开破发：12月8日，微博正式登录港交所。早盘微博以256.2港元低开6.09%破发。昨晚微博暗盘交易也破发，一度跌超7%。今日最终收报253.2港元，跌7.12%。

• China has established a new state-owned logistics group through the merger of four companies dealing in material storage and transport, international logistics and logistics packaging. Strategic investors include China Eastern Airlines, COSCO Shipping and China Merchants Group. 

  物流“国家队”正式成立：经国务院批准，中国物流集团有限公司于12月6日正式成立，将着力打造世界一流现代物流企业，大力发展专业物流、智慧物流、绿色物流、应急物流、共享物流。中国东方航空集团有限公司、中国远洋海运集团有限公司、招商局集团有限公司为战略投资者。

• Chinese real estate developer R&F Properties announced the sale of its remaining 30 percent stake in a logistics park to US investment firm Blackstone Group for nearly 1.3 billion yuan in cash to pare debts. 

  富力出清物流园股权：12月7日早间，富力地产公告称，将出售广州国际机场富力综合物流园30%股权给黑石集团，估计富力地产将自出售事项收取现金付款的12.63亿元用于降低负债。

• Macau's casino operators Wynn Macau, Melco International Development and Sands China have reportedly decided to close VIP gambling rooms run by junkets this month, a week after Alvin Chau, the chief executive of Macau's biggest junket operator Suncity Group, was arrested. 

  传多家博企关闭中介贵宾厅：继传出永利澳门全面关闭贵宾厅后，再有市场消息指，金沙中国及新濠国际拟本月内结束与中介人合作及关闭旗下全线中介人贵宾厅。澳门博监局回应，截至目前为止未收到相关博企的正式通知。

• The People's Bank of China cut the re-lending rate to support rural and small enterprises by 25 basis points effective on Tuesday, the second adjustment since July 2020. The interest rate for re-lending for three- and six-month terms will be reduced to 1.7 percent and 1.9 percent, while the re-lending rate for one-year transactions will be cut to 2 percent. 

  支农支小利率再下调：央行近日下发文件要求，自2021年12月7日起，下调支农再贷款、支小再贷款利率0.25个百分点，下调后3个月、6个月、1年期再贷款利率分别为1.7%、1.9%、2%。

• Chinese stocks closed higher on Wednesday with baijiu and auto sectors leading the gains. The Shanghai Composite jumped 1.18 percent and the Shenzhen Component ended 1.82 percent higher. The Hang Seng Index went slightly up by 0.06 percent.

  周三A股股市大幅上涨，沪指涨1.18%，深成指涨1.82%。板块方面，白酒股、汽车股大涨。港股恒生指数收涨0.06%，电力板块领涨，科技股多数下跌。
