China will strengthen oversight on the online ride-hailing industry to regulate its development, according to a joint notice issued by eight departments on Monday, including the Ministry of Transport.
Platforms that have incurred serious violations and refuse to rectify their actions could be ordered to suspend operation or remove their apps from app stores, the notice said. They may also be ordered to stop providing their service and could be banned from the internet, among a series of penalties.
Meanwhile, eight illegal activities will be listed in joint supervision work, including undermining internet and data security, infringing users' personal information, endangering public interest, disrupting social order, impacting social safety and stability, infringing labor rights of platforms' drivers as well as not paying taxes according to the law.
Local relevant departments are also required to strictly control entrance to the industry, urging ride-hailing companies not to allow drivers and vehicles who have not yet acquired the required licenses to operate at their platforms.
2月14日消息，交通运输部、工业和信息化部、公安部、人力资源社会保障部、中国人民银行、国家税务总局、国家市场监督管理总局、国家网信办等8部门联合修订发布《关于加强网络预约出租汽车行业事前事中事后全链条联合监管有关工作的通知》（简称《通知》）。
《通知》细化了全链条联合监管流程。对于网约车平台公司存在严重违法违规行为，经依法依规处理后仍拒不改正的，地级及以上城市相关部门报经当地人民政府同意后，可组织发起联合监管，逐级上报提请采取处置责令暂停区域内经营服务、暂停发布或下架APP、停止互联网服务、停止联网或停机整顿等处置措施。
《通知》还完善了全链条联合监管事项，将8方面违法违规行为纳入联合监管工作事项，包括：未取得网约车经营许可擅自从事经营活动；网约车平台公司向未取得相应出租汽车许可的驾驶员和车辆派单及未按规定向网约车监管信息交互平台传输有关数据信息；存在低价倾销、欺诈、对个人在交易条件上实行不合理差别待遇；危害网络安全、数据安全、侵害用户个人信息权益；非法经营资金支付结算；侵害网约车驾驶员劳动保障权益；不依法纳税；危害公众利益、扰乱社会秩序、影响社会安全稳定等。
此外，《通知》也增加了事前联合监管要求。要求地方有关部门优化服务流程，严把行业准入关，督促网约车平台公司不得接入未取得相应出租汽车许可的驾驶员和车辆。

China and France signed their fourth round of demonstration projects on third-party market cooperation lately, with a total investment of more than $1.7 billion covering areas including infrastructure, environmental protection and new energy, the National Development and Reform Commission (NDRC) announced on Monday. The third-party markets include Africa as well as Central and Eastern Europe.
中法签署第三方市场第四轮清单：14日消息，中法两国近日签署的第四轮示范项目清单包含基础设施、环保、新能源等领域7个项目，总金额超过17亿美元，涉及多家中、法企业和金融机构，合作区域涉及非洲、中东欧等地。这些项目合作方式灵活多样，包括联合融资、共同投资等，将对第三国经济社会发展发挥积极作用。

China is becoming more self-sufficient in energy supplies thanks to rising domestic oil and gas production in recent years, with the energy self-sufficiency rate reaching more than 80 percent in 2021, a recent report said. The country's total energy production rose to 4.18 billion metric tons of standard coal last year, up 2.5 percent year-on-year.

Chinese property firm Yango and its parent company have disposed of their equities and transferred more than 20 assets including Hilton Hotels, and have paid off more than 45 billion yuan worth of debts. Media reports said on Tuesday that Yango has been working with real estate companies and financial institutions to ensure normal operation of the company.

Shares in Porton Pharma Solutions surged by the exchange-imposed limit on Monday after the Chinese drugmaker said that it has received a $681 million purchase order from Pfizer. Shares in ABA Chemicals and two other Chinese active pharmaceutical ingredient manufacturers also jumped 20 percent despite declaring that they have not been approached by Pfizer.

China’s central bank said on Tuesday that a total of 25 billion yuan of bills will be issued in Hong Kong on Feb 21. The PBOC will issue 10 billion yuan of three-month bills and 15 billion yuan of one-year bills with fixed interest rates.
央行将在香港发行250亿元票据：中国人民银行2月15日宣布，将于2月21日招标发行2022年第一期和第二期中央银行票据。第一期中央银行票据期限3个月（91天），为固定利率附息债券，到期还本付息，发行量为人民币100亿元；第二期中央银行票据期限1年，为固定利率附息债券，每半年付息一次，发行量为人民币150亿元。

Chinese stocks picked up on Tuesday, lifted by gains in the new energy sector. The Shanghai Composite edged up 0.5 percent and the Shenzhen Component gained 1.69 percent. However, the Hang Seng Index lost 0.82 percent as the TECH Index lost ground.
周二A股回升，沪指收涨0.50%，深成指涨1.69%。新能源、半导体涨幅靠前。港股恒生指数跌0.82%，科技指数跌0.22%。
