China unveiled its "No.1 central document" for 2022 on Tuesday, outlining key tasks to comprehensively push forward rural vitalisation this year.
The document called for efforts to stabilise and increase agricultural production, steadily raise farmers' income, and ensure stability in China's rural areas to cope with the COVID-19 pandemic and other changes unseen in a century and promote sound economic and social development.
China vowed to ensure food security by “holding the people's rice bowl firmly in its own hands,” and to prevent rural residents who have been lifted out of absolute poverty from falling back into poverty, according to the document.
China will enhance grain production and the supply of vital agricultural products. Efforts will also enhance the production capacity of soybean and oil plants and ensure the supply of key products such as pork and vegetables.
It also specified measures to vigorously promote the research on vital agricultural core technologies, enhance applications of agriculture machinery and equipment, accelerate development of facility agriculture, and effectively prevent and respond to major agriculture-related disasters.
As the first policy statement released by China's central authorities each year, the document is seen as an indicator of policy priorities. Work on agriculture and rural areas has been high on the agenda for 19 consecutive years since 2004.
2月22日，《中共中央 国务院关于做好2022年全面推进乡村振兴重点工作的意见》，即2022年中央一号文件发布。这是21世纪以来第19个指导“三农”工作的中央一号文件。
文件指出，当前，全球新冠肺炎疫情仍在蔓延，世界经济复苏脆弱，气候变化挑战突出，我国经济社会发展各项任务极为繁重艰巨。党中央认为，从容应对百年变局和世纪疫情，推动经济社会平稳健康发展，必须着眼国家重大战略需要，稳住农业基本盘、做好“三农”工作，接续全面推进乡村振兴，确保农业稳产增产、农民稳步增收、农村稳定安宁。
文件提出，牢牢守住保障国家粮食安全和不发生规模性返贫两条底线，突出年度性任务、针对性举措、实效性导向，充分发挥农村基层党组织领导作用，扎实有序做好乡村发展、乡村建设、乡村治理重点工作。
文件还提出，要稳定全年粮食播种面积和产量，大力实施大豆和油料产能提升工程，保障“菜篮子”产品供给，稳定生猪生产长效性支持政策。
此外，文件还提出要大力推进种源等农业关键核心技术攻关；实施农机购置与应用补贴政策；大力推进数字乡村建设，加强农村信息基础设施建设；及健全农产品全产业链监测预警体系，推动建立统一的农产品供需信息发布制度，分类分品种加强调控和应急保障。
Beijing has decided to cover 16 medical services using assisted reproductive technologies in its health-care reimbursement scheme as part of efforts to encourage more births. The Beijing Municipal Medical Insurance Bureau said in a notice on Monday that the newly added fertility services are deemed to be mature and reliable, and the new policy will take effect on March 26.
辅助生殖首进北京医保：21日消息，北京市医保局、北京市卫生健康委、北京市人力社保局联合印发《关于规范调整部分医疗服务价格项目的通知》，将涉及人群广、诊疗必需、技术成熟、安全可靠的16项辅助生殖技术项目纳入医保报销，新政策将于3月26日起执行。

The construction of four mobile cabin hospitals, for COVID-19 patients, began on Tuesday in Hong Kong with the support of the central government. Around 14,000 to 17,000 isolation units will be available when these facilities are fully put into operation, one of which will be ready for use in about a week. Also, all major ports in Shenzhen have opened waterway transport channels to ensure the supply of daily necessities reach neighbouring Hong Kong.
中央援建香港方舱医院开工：22日，中央援建香港的四处临时性社区隔离治疗设施（方舱医院）分别在香港青衣、前新田购物城、元朗潭尾和洪水桥开工建设，全部投入使用后预计将为香港提供14000~17000个隔离单位。其中青衣方舱医院将于开工后约一周率先交付使用。另外，21日，深圳港大铲湾、妈湾和盐田集装箱港区全面开通供港物资水路运输快速通道，严格落实港口及从业人员疫情防控措施，全力保障香港同胞生活物资供应。

TikTok owner ByteDance is set to sell or shut down all of its securities businesses amid the tightening regulatory environment for Chinese internet giants’ financial operations. A ByteDance subsidiary has agreed to sell 100 percent of its stake in Beijing Wenxing Online Technology to Chinalin Securities, according to a filing on Monday.
字节跳动剥离证券业务：21日，华林证券发布公告称，已就购买字节跳动旗下证券业务海豚股票APP签署协议，并拟受让海豚股票APP运营主体——北京文星在线科技有限公司。本次交易完成后，字节跳动将下线并不再运营海豚股票APP和对应证券业务，由华林证券为该APP的用户继续服务。
Greater Bay Airlines has obtained a five-year license to run scheduled commercial flights out of Hong Kong. The license, issued by Hong Kong’s Air Transport Licensing Authority on Monday, allows Greater Bay Airlines to operate flights carrying passengers, cargo and mail on 104 routes to and from Hong Kong International Airport until Feb. 20, 2027.
大湾区航空获批牌照：21日，香港空运牌照局宣布，就大湾区航空有限公司提出经营编定航空服务的申请，决定发出牌照，有关牌照自2月21日起生效，至2027年2月20日。根据发出的牌照，大湾区航空有限公司可营办编定航程的104条航线，在香港运载乘客、货物或邮件，无限次往返香港国际机场。
Chinese internet giant Tencent Holdings has made a strategic decision to shut down its group-buying platform Xiao’e Pinpin. Staff at the social e-commerce affiliate will be allowed to choose similar positions within the group, report said on Tuesday. Xiao’e Pinpin has been removed from app stores.

Chinese new energy vehicle startup Nio is entering the smartphone sector for the first time and has reportedly hired a key person from software and hardware developer Meitu to lead its efforts. Reports said on Tuesday the former president of MeituKiss phone brand has joined Nio to oversee the carmaker's smartphone business.

China will roll out targeted measures to help small and medium-sized enterprises (SMEs) tide over difficulties, including cutting more taxes and fees and easing their financing pressure by establishing inclusive finance demonstration zones and improving their financing environment, Ministry of Finance said Tuesday. The country cut about 1.1 trillion yuan of taxes and fees last year.
财政部持续助企业纾困：财政部副部长余蔚平22日新闻发布会上表示，今年财政部将精准聚焦中小微企业纾困发展，在去年减税降费约1.1万亿元的基础上，进一步加大税费优惠力度，综合运用融资担保、贷款贴息等方式，支持打造普惠金融示范区，优化中小微企业融资环境，引导撬动金融资源流向中小微企业，让中小企业焕发更大的生机。
The measures for administrative supervision of social insurance funds will take effect on March 18, Ministry of Human Resources and Social Security said Tuesday. And the Ministry will also guide local governments to implement these measures and crack down on illegal acts such as frauds, hedging, or misappropriation of social security funds.
加强社保基金监管：为提升监督效力、更好保障基金安全，人力资源和社会保障部22日发布《社会保险基金行政监督办法》。办法将自3月18日起施行，下一步人社部将指导各地抓好办法的贯彻落实，强化监督查处，以零容忍态度严厉打击欺诈骗保、套保或挪用贪占社保基金的违法行为。

Chinese stocks picked up on Wednesday, with broadcasting and cable TV stocks hitting the limit up. The benchmark Shanghai Composite inched up 0.93 percent and the Shenzhen Component gained 1.9 percent. The Hang Seng Index was up 0.6 percent as the tech stocks rallied.
周三A股集体回升，沪指收涨0.93%，深成指涨1.90%。电视广播领涨，多股涨停。港股恒生指数涨0.6%，科技指数涨1.39%。
