Banks in multiple Chinese cities have launched deferred mortgage repayment services recently to ease the pressure on home buyers who have been impacted by the COVID-19 epidemic, with a maximum extension of 12 months, reports said on Monday.

These include first- and second- tier cities like Guangzhou, Shanghai, Beijing, Chongqing and Zhengzhou.

The service is only an offer to individual home buyers. It will be carried out case by case, depending on each client's specific situation and the extension will normally be no longer than six months.

Some lenders in Guangzhou further extended the period for 12 months, with application groups being extended to include transportation, catering and entertainment, tourism, offline retail, and other highly affected employees, as well as small and micro business owners, self-employed personnel and farmers.

The People's Bank of China(PBOC) and the China Banking and Insurance Regulatory Commission (CBIRC) in November outlined 16 steps to support the real estate industry, including loan repayment extensions. The central bank also issued a notice in April, urging financial institutions to make flexible changes to the repayment plans for mortgage and other personal loans.

According to data released by the National Bureau of Statistics (NBS), the sales area of residential housing in China plunged by 22 percent in the first 10 months compared with last year. 

The NBS said in November that the real estate market has seen some positive changes, and the decline in sales of residential properties and the area of completed housing has narrowed, after local governments implemented targeted policies to ensure housing delivery and promote the stable development of the sector.

近日，广州市落实“金融16条”政策，多银行推出个人房贷延期还款服务的报道引发公众关注。因个人受疫情影响程度不同，还款延长期限最长可达12个月。

在广州，工行、建行、中行、民生银行、光大银行等多家大中型银行已对个人房贷推出延期还房贷服务，延长期限最长可达12个月。在相应期限内不计罚息复利，不上报征信逾期记录。据了解，各行按揭贷款延期还款服务的人群包括参与疫情防控工作人员、因感染新冠肺炎住院治疗或隔离人员、疫情防控需要隔离观察人员、因管控等客观原因出现临时还款困难的客户等。

据报道，除广州之外，目前北京、上海、重庆、郑州等多地已有相关贷款延期还款政策，在具体政策方面，各家银行普遍采取延后还款时间、延长还款期限等措施。北京地区多家银行，包括工商银行、建设银行等在内的多数主流银行均可申请延期还房贷，但不同银行申请还房贷的时间周期不同，有的银行允许申请28天延期，有的银行需根据客户具体情况审批延迟还房贷的周期。

11月23日，中国人民银行在官网公布了人民银行、银保监会发布《关于做好当前金融支持房地产市场平稳健康发展工作的通知》，推出十六项具体举措，通过金融政策支持房地产行业的发展，也被称为“金融16条”。其中，对于受疫情影响的个人房贷，鼓励依法自主协商延期还本付息。

今年2月1日，中国人民银行发布《中国人民银行财政部银保监会证监会外汇局关于进一步强化金融支持防控新型冠状病毒感染肺炎疫情的通知》，明确金融机构要在信贷政策上对受疫情影响严重的用户予以适当倾斜，灵活调整住房按揭、信用卡等个人信贷还款安排，合理延后还款期限。

多家银行的个贷经理表示，对于延期还房贷政策，每家银行的细分政策不同，具体申请材料、延长期限主要由贷款人的经办行受理审批，详细信息需要个人房贷借款人向对应银行支行网点进行了解。

• Former Hong Kong Stock Exchange chief Charles Li won approval to set up a financial assets exchange in Macao on Monday for the micro enterprises financing platform he co-founded. Micro Connect (Macao) Financial Assets Exchange Co. Ltd. is expected to start operation by the end of the first quarter, Li said. The enterprise will offer global investors access to China’s real economy with a new asset class – Daily Revenue Contract Certificates, or DRCCs, Li said, which will entitle holders to receive daily revenue shares from Chinese micro and small businesses.

  滴灌通拟澳门设立金融资产交易所：12月5日，澳门特别行政区政府办公室公布行政令，许可滴灌通（澳门）金融资产交易所股份有限公司在澳门设立及运作，经营范围为提供金融资产交易服务。滴灌通由香港交易所前行政总裁李小加创立。李小加表示，希望交易所最快于明年第一季末开始营业。滴灌通在公告中表示，集团定位为新型金融平台，让全球投资者能够以交易所可交易的产品形式（每日收入分成合约凭证，DRCCs），参与投资小微企业的每日收入分成权益，获得小微企业的收益回报。

• Domestic passenger flights and airfares are increasing in China as more cities gradually remove anti-COVID curbs for public transportation. The average daily number of domestic passenger flights increased from 3,144 on Saturday to 3,858 on Monday, according to data from information provider VariFlight. Data from online travel platform Tongcheng Travel on Monday showed that the average airfare in the past week increased by 30 percent week-on-week to 750 yuan, about 16 percent higher than the average price of this year's National Day holidays. 

  12月初机票预定及票价环比上涨：随着近日全国多地宣布优化调整疫情防控相关措施，进入12月火车票、机票预订量均呈上涨趋势。12月5日，据飞常准民航看板最新数据，12月3日-12月5日国内客运航班量仍在稳步增加中，12月3日和4日客运航班量分别为3144班和3654班，12月5日国内预计执行客运航班量3858班次，后续航班量还将继续提升。据同程旅行最新数据，过去一周机票平均价格周环比上涨30%达到750元（含税），比今年国庆黄金周平均价格上涨约16%。

• Shares of Beiqi Foton Motor and CATL rose Tuesday after the Chinese commercial vehicle giant said it joined hands with the world’s largest battery maker to develop a business to rent batteries for new energy trucks. The pair will set up a joint venture with a registered capital of 200 million yuan, in which each of the companies will hold 50 percent shares, BAIC Group-backed Foton Motor announced yesterday.

  福田汽车携手宁德时代布局电池租赁：12月5日晚间，福田汽车发布公告，拟与宁德时代成立合资公司，开展新能源电池经营性租赁业务，共同开拓新能源场景运营市场。根据公告，合资公司注册资本为2亿元，福田汽车与宁德时代拟各出资1亿元成立合资公司，持股比例均为50%，合资公司经营范围聚焦新能源卡车电池租赁业务。福田汽车6日股价拉升超过8%，宁德时代涨近2%。

• Transsion Holdings, the Chinese owner of big-in-Africa handset brand Tecno, said Monday it will team up with Google on the Android operating system, online advertising, and cloud services. Transsion will introduce Google Cloud’s advanced infrastructure such as big data, AI, machine learning, and Media CDN technologies to improve its user experience and build its own developer cloud platform, the manufacturer added.

• Gree Real Estate aims to restart the purchase of Zhuhai Duty Free Enterprises Group, a leading tax-free retailer in China, after replacing its probed chairman. The property firm intends to pay in cash and by issuing new shares to no more than 35 select investors, the firm said in a statement recently. Trading of Gree Real Estate’s shares is suspended since Monday with a maximum duration of five days.

  格力地产重启收购珠海免税：近日，格力地产公告宣布，拟继续推动重大资产重组事项，以发行股份及支付现金方式购买珠海市免税企业集团有限公司100%股权，同时，拟向不超过35名投资者非公开发行股票募集配套资金。此外，由于本次重组方案涉及重大调整，格力地产将自12月5日开市起停牌，停牌时间不超过5个交易日。格力地产预计将于最晚12月12日披露调整后的预案并复牌交易。

• China has announced improved fund management rules for panda bond issuance as part of the efforts to promote further opening-up in its bond market. The People's Bank of China and the State Administration of Foreign Exchange have jointly released the new regulations, which will come into effect on Jan 1, 2023. Separate rules for the interbank market and the exchange-traded market, concerning fund registration, fund remittances, and the opening of accounts, will be unified, according to the official document. Overseas institutions will be allowed to conduct foreign exchange derivative transactions to manage exchange rate risks, and funds raised through bond issuance can be kept in China or remitted overseas.

  两部门完善熊猫债资金管理：12月6日消息，为进一步扩大金融市场双向开放，近日，中国人民银行、国家外汇管理局联合发布通知，完善境外机构境内发行债券（“熊猫债”）资金管理要求，进一步便利境外机构在境内债券市场融资。《通知》自2023年1月1日起施行。《通知》主要内容包括：一是统一银行间和交易所市场熊猫债资金登记、账户开立、资金汇兑及使用、统计监测等管理规则。二是规范登记及账户开立流程，熊猫债发行前在银行办理登记，允许分期发行中首期登记开户、后续发行后逐次报送发行信息，并可共用一个发债专户。三是完善熊猫债外汇风险管理，境外机构可与境内金融机构开展外汇衍生品交易管理汇率风险。四是明确发债募集资金可留存境内，也可汇往境外使用。

• Lu International (Hong Kong), a subsidiary of Lufax Holding and a Ping An-backed online wealth management platform, announced on Monday it will withdraw from retail business starting Jan.6, including suspending registration, account opening, product subscription and investment, while services like asset transfer, withdrawals, and currency exchange remain available. Lufax said Tuesday that the adjustment is based on Lu International's overall strategy to shift from customer services to financial institutions.

  陆金所香港退出零售业务：12月5日，陆金所控股旗下陆国际（香港）在其APP发出“服务变更通知”，称自2023年1月6日起将退出零售业务，即无限期暂停注册、开户充值、产品认购、基金定投以及其他新产品或新服务的申请，仅提供资产转移、资产变现、取现、换汇等服务。陆金所控股方面6日表示：“本次业务调整出于陆香港整体经营战略考量，以更好地整合资源、业务聚焦。未来，陆香港将聚焦面向金融机构的科技赋能业务，不再提供C端服务。在调整过程中，陆香港将会严格保障客户权益。”

• Morgan Stanley, Goldman Sachs and other international investment giants are increasing their holdings of Chinese equities as the country relaxes its epidemic prevention policies, more real estate support measures are rolled out and the US dollar shows signs of weakening. Morgan Stanley raised its weighting in the mainland bourses to ‘Overweight’ from ‘Equal-weight’ on Dec. 4, while Goldman Sachs and JPMorgan Chase are also advising investors to do the same.

  华尔街大行纷纷翻多A股：12月4日，摩根士丹利正式“翻多”，将中国股市从“标配”（Equalweight）上调为“超配”（Overweight），正式加入了“超配”行列。近期，外资机构开始密集发布研报看多中国股市。摩根大通时隔两年后，再次将中国股市上调至增持评级。高盛11月24日发布的展望报告称，将中国离岸股市再度提升为超配，并且对A股维持超配的判断。高盛预计2022年离岸中国股市和A股将会达到16%和13%的投资回报。

• Chinese stocks traded in a narrow range on Tuesday, with the benchmark Shanghai Composite ended flat and the Shenzhen Component inched up 0.67 percent. Hong Kong stocks retreated after US stocks falling sharply on higher rate concerns. The benchmark Hang Seng closed 0.4 percent lower, and the TECH index dropped 1.82 percent.

  A股震荡港股回调：周二A股三大指数午后窄幅震荡，截至收盘，沪指涨0.02%，深成指涨0.67%，创业板指涨0.68%，沪深两市全天成交额9982亿元。港股恒指收跌0.4%，恒生科技指数收跌1.82%。
