Chinese travel agencies are preparing for the resumption of outbound group tour services starting from Monday, with the first batch of tourists set out for countries including Thailand and Laos, after the Ministry of Culture and Tourism announced on January 20 that China would roll out a pilot program to resume outbound group travel services to 20 countries starting from Monday. 

At 12:15 am this morning, 50 tourists departed Guangzhou Baiyun International Airport and headed to the UAE and Egypt, marking the official restart of China's outbound group tour business, three years after it was suspended on January 26, 2020.

Another flight of Chinese group tourists has arrived Monday morning in Thailand, the first country to welcome back Chinese tour groups.

South China's Hainan-based CAISSA Tourism Group said recently that its outbound travel business has fully restarted, with dozens of outbound travel products to be released, while the first tour group to Europe in 2023 will depart on Tuesday.

Chinese online travel platform Trip.com has launched nearly 700 outbound group tour products, covering 15 destination countries and regions. The first group tour will leave for Thailand on Tuesday.

Also starting on Monday, the quarantine-free, quota-free and test-free cross-border travel between the Chinese mainland and Hong Kong and Macao has also been fully resumed, giving another boost to the rebound of outbound tourism. 

Hong Kong is expected to dole out 700,000 free airline tickets to global travelers between March and September, while discounts will be given to travelers for shopping at the 16,000 retail stores, restaurants and scenic spots in Hong Kong. Macao is also giving out 120,000 free air tickets for overseas visitors and subsidies for mainland tourist groups which stay overnight of up to 400 patacas per person.

The tourism recovery in Asia and the Pacific alongside China's reopening is deemed as an important catalyst for the revival of global tourism and economic prospects in 2023.  

2月6日凌晨0点15分，近百名广州游客乘坐阿联酋航空的EK363航班飞往迪拜，开启三年以来首次出境团队旅行。6日凌晨，广州还有多个旅行团分赴阿联酋、埃及、泰国、柬埔寨等国。

这是自2020年1月26日国家文旅部宣布“全国旅行社及在线旅游企业暂停经营团队旅游及’机票+酒店’旅游产品”时隔三年后，全国首个出发的出境旅游团队，标志着我国出境团队旅游业务正式拉开重启大幕。

1月20日，文化和旅游部办公厅宣布，自2月6日起，试点恢复全国旅行社及在线旅游企业经营中国公民赴20个国家的出境团队旅游和“机票+酒店”业务。

2月6日，同程旅行首个出境游团队将从上海出发前往泰国，预计在泰国曼谷、芭堤雅、普吉岛等旅游目的地完成6晚7日的旅行，之后返回上海。该行程在出发前一周就快速售罄。同程旅行预计今年出境游将迎来一轮爆发式增长，五一至暑期有望恢复疫情前水平。同程旅行数据显示，1月20日消息公布至2月5日期间，出境跟团游产品咨询量环比上涨358%，签证咨询量环比上涨172%。

携程上线了近1200条出境团队及“机票+酒店”打包产品，覆盖泰国、新加坡、印度尼西亚、马尔代夫、瑞士、马来西亚、匈牙利、埃及、新西兰、阿联酋、俄罗斯、柬埔寨、斯里兰卡、老挝、肯尼亚、斐济16个国家及中国香港和中国澳门。

同时，内地与港澳人员往来也全面恢复。取消经粤港陆路口岸出入境预约通关安排，不设通关人员限额。恢复内地居民与香港、澳门团队旅游经营活动。恢复内地居民与香港、澳门团队旅游经营活动。自香港、澳门入境人员，如7天内无外国或其他境外地区旅居史，无需凭行前新冠病毒感染核酸检测阴性结果入境等。

2月2日，香港特区政府“你好，香港！”系列活动启动全球宣传，将向全球旅客和本地居民免费派发50万张机票以及覆盖餐饮、酒店、景点和商户的消费优惠券。据介绍，免费机票计划将于3月1日开始，在6个月内分阶段发放。6个月的活动期间，各航空公司将通过不同方式送出免费机票，例如抽奖、先到先得、买一送一等。首阶段将向疫情前最多访港旅客的东南亚地区，其次是中国内地和东北亚地区。此外今夏机管局将再向香港市民送8万张机票，还将向粤港澳大湾区居民赠送机票，预计最终会送出逾70万张机票。

澳门方面，澳门特区旅游局局长文绮华表示，今年澳门推出的机票优惠项目可向内地、台湾地区及海外送出12万张机票。文绮华还表示，澳门特区政府还推出“旅游资助计划”，包括将资助广东省赴澳过夜的旅行团每人每晚150澳门元（约合人民币124元），两晚300澳门元（约合人民币248元）；广东以外省份的旅行团每人每晚250澳门元（约合人民币207元），超过两晚则资助每人400澳门元（约合人民币331元）。

• Wuxi in East China's Jiangsu Province has unveiled the nation's first draft regulation on the development of internet of vehicles, providing comprehensive support for commercial operations of the emerging sector, emphasizing the application of car-networking technology development in the city. Relevant government departments in Wuxi will deploy internet-connected smart vehicles, including public shuttle buses, logistics transport and delivery, while commercial operations will be encouraged and supported. In the infrastructure sector, the construction of a vehicle and road coordination system will be built, as well as monitoring mechanisms to enhance road and vehicle safety. The draft regulation is expected to be officially implemented from March 1, 2023. 

  无锡出台全国首部车联网发展地方性法规：4日消息，无锡制定出台《无锡市车联网发展促进条例》，并将于3月1日正式施行。据悉，这也是国内首部推动车联网发展的地方性法规。在基础设施建设方面，《条例》在全国范围内首次将车路协同基础设施纳入道路建设工程范畴；在应用推广和提质方面，在全国范围内首次鼓励和支持车联网及智能网联汽车在智慧交通、城市管理、行业服务等领域的率先应用；在一体化运营方面，《条例》在全国范围内首次提出推进建设统一的市级车联网数据管理服务平台，保障全市范围的互联互通和数据共享。在自动驾驶方面，《条例》明确支持了自动驾驶商业运营，鼓励和支持完全自动驾驶，加快无锡特色的车路协同自动驾驶进程。

• Hong Kong and Saudi Arabia have signed six bilateral agreements to forge closer ties between stock exchanges, business associations and technology firms, with the city’s leader vowing the two economies are “entering a new level of cooperation”, Chief Executive John Lee Ka-chiu said after meeting with the Saudi investment minister on the first day of a mission to the Middle East. Lee, who led a delegation of his principal officials and more than 30 industry leaders, arrived in the oil-rich nation's capital Riyadh yesterday. The visit aims to deepen economic and trade cooperation with countries in the region and exploring opportunities under the Belt and Road Initiative (BRI), Lee said.

  香港与沙特签署6份合作协议：2月6日消息，香港特区行政长官李家超率团出访中东，在首站沙特阿拉伯利雅得举行的投资论坛，两地签署共6项合作协议，参与方包括港交所、商汤科技、和记港口、香港总商会等，港府指出，合作涵盖金融、创新科技、商务、交通、能源等。据悉，港交所与沙特证券交易所签署合作备忘录（MOU），港交所行政总裁欧冠升表示，两地交易所潜在合作范畴包括碳排放权、ETF互挂、人员交流等。

• Eight departments in Shenzhen, including the Bureau of Industry and Information Technology and local Development and Reform Commission, jointly issued 20 measures aiming to further support the city’s micro, small and medium-size businesses and their high-quality development on Monday, with a focus on four main aspects including costs reduction, demand expansion, innovation supports, and industrial upgrading. Specific measures included implementing preferential tax policies for SMEs, continuing tax reduction and deferred payment, as well as rental cuts. Relevant local government departments also pledged to help expand market demands for SMEs by issuing more consumption vouchers and help them tap into the overseas markets.

  深圳发布支持中小微企业20条措施：深圳8部门6日联合印发《关于进一步支持中小微企业纾困及高质量发展的若干措施》，从纾困和高质量发展的角度，在降低企业生产经营成本、有效扩大市场需求、支持中小企业创新发展、促进中小企业转型升级4个方面共提出了20项具体举措。其中包括全面落实中小微企业税收优惠政策，延续阶段性降费缓缴政策，降低企业用房成本，强化拖欠中小企业账款清理，降低企业融资贷款成本，降低企业融资担保费，对小微企业贷款实施延期还本付息，扩大消费刺激中小微企业市场需求，帮助企业及产品开拓国内外市场，加大专精特新中小企业培育力度，加大对优质中小企业融资支持力度等。

• China will start buying pork for its central state reserves, the country's state planner said on Monday, in a move to support prices and stabilize supplies of the meat. The stockpiling followed a sharp fall in hog prices during the past week, as excess supply and flat demand weighed on the market, the National Development and Reform Commission said.

• China's South-to-North Water Diversion Project had transferred over 60 billion cubic meters of water from major rivers in the south to the drought-prone north as of Sunday, official data showed. This amount is greater than the average annual flow of the Yellow River, the country's second longest river, according to the China South-to-North Water Diversion Corporation Limited. More than 150 million people have directly benefited from the massive project.

  南水北调中线累计调水突破600亿立方米：水利部5日消息，南水北调东中线一期工程全面通水8年多来，累计调水量突破600亿立方米，惠及沿线42座大中城市280多个县(市、区)，直接受益人口超过1.5亿人。按照黄河多年平均天然径流量580亿立方米计算，相当于为北方地区调来了超过黄河一年的水量。

• Shares of HopeRun Software skyrocketed today after the Chinese information technology provider said its digital financial services terminal operating system(OS) based on OpenHarmony, Huawei Technologies’ self-developed OS, received the certification for regulatory compliance, becoming China’s first OS that meets the lab’s requirements and can be installed on digital financial services terminals, such as smart point of sale machines, the firm announced late yesterday.

  润和软件自研系统获“双认证”：2月5日晚间，润和软件公告称，近日，公司自主研发的HiHopeOS金融发行版软件顺利通过金融信创生态实验室的信创适配验证测试，成为业内首款符合金融信创要求的金融数字化服务终端操作系统。润和软件周一股价大涨17.5%。

• Over half of China’s 238 mainland-listed biopharmaceutical companies and medical institutions are predicting a deficit or a drop in profit in 2022 due to the recurrent Covid-19 outbreaks which led to less hospital visits and, as a result, less demand for their services and medicines, according to the latest data. As of Saturday, of the 133 firms to say they anticipate losing or making less money last year, 20 produce traditional herbal medicines, 29 make chemical agents and nine are medical service providers, according to data provider Choice.  

  过半上市药企净利润预亏或预降：截至2月4日，Choice数据显示，A股医药生物板块有238家公司发布了去年年报业绩预告，其中有133家公司预计归属于上市公司股东的净利润将亏损或者下降，占比一半以上。Choice数据显示，预计净利润亏损或者下降的这133家公司，非科创板公司就占了103家。这103家公司中，预减或者略减的占了31家，首亏、续亏或者增亏的占了55家，减亏的占了17家。从细分行业看，中药以及化学制剂公司占比居多，分别达到了20家和29家，医疗企业也占了9家。具体看，主要有三大原因导致了中药以及化学制剂公司业绩下降，一是新冠疫情反复，医院的门诊量、手术量下降，院内用药需求减少，导致药品销售量下降。

• China’s banks extended 21.31 trillion yuan ($3.15 trillion) in new yuan-denominated loans in 2022, mainly driven by an uptick in corporate borrowing, a report released by the People’s Bank of China (PBOC) on Friday showed. Businesses borrowed 16.77 trillion yuan in new loans in 2022, a year-on-year increase of 4.63 trillion and accounting for nearly 80 percent of the total increase, in which new medium- and long-term lending provided to companies offered a 1.8-trillion-yuan boost. The balance of loans for property development was 12.7 trillion yuan at the end of 2022, up 3.7 percent from a year earlier and 2.8 percentage points higher than at the end of the previous year. The balance of personal home loans was 38.8 trillion yuan, up 1.2 percent but 10 points lower than at the end of 2021.

  2022年末房地产开发贷提速：2月3日，人民银行发布2022年四季度金融机构贷款投向统计报告。数据显示，2022年末，金融机构人民币各项贷款余额213.99万亿元，同比增长11.1%；全年人民币贷款增加21.31万亿元，同比多增1.36万亿元。企事业单位贷款方面，2022年四季度中长期贷款增速提升较多。数据显示，2022年末，本外币企事业单位贷款余额139.36万亿元，同比增长13.6%，全年增加16.77万亿元。其中，中长期贷款余额86.23万亿元，同比增长14.5%；全年增加11.05万亿元，同比多增1.81万亿元。房地产贷款增速回落，房地产开发贷款增速回升。数据显示，2022年末，人民币房地产贷款余额53.16万亿元，同比增长1.5%，比上年末增速低6.5个百分点；房地产开发贷款余额12.69万亿元，同比增长3.7%，增速比上年末高2.8个百分点；个人住房贷款余额38.8万亿元，同比增长1.2%，增速比上年末低10个百分点。

• Chinese stocks fell on Monday amid a decline across Asian markets after the latest U.S. jobs report renewed concerns of more rate hikes from the Federal Reserve. The benchmark Shanghai Composite shed 0.8 percent and the Shenzhen Component fell 1.2 percent. Hong Kong stocks suffered another loss with the benchmark Hang Seng dropping 2 percent, while the TECH index lost 3.6 percent.
