The central authorities on Monday unveiled the closely watched “No. 1 central document" for this year, which pledged to advance the national strategy of rural vitalization and accelerate modernization in rural regions.
As the first policy statement released each year by the Communist Party of China Central Committee and the State Council, the document is seen as an indicator of policy priorities, as work on agriculture and rural areas has been high on the agenda for 20 consecutive years.
This year's document underlined China's determination to "comprehensively push" rural vitalization with joint efforts of the Communist Party of China and the entire society, as well as speed up achieving rural modernization.
It also introduced nine aspects of work on achieving the goals including securing agricultural supplies/production and strengthening rural infrastructure construction, an extension of last year's missions but also presenting new highlights.
It called for efforts to safeguard national food security and to prevent farmers that had been lifted from poverty from falling back. The guideline also called on local authorities to advance rural development, construction and governance, and speed up building China into a global agricultural powerhouse and make the Chinese countryside a more harmonious and beautiful place to live and work in.
With the accelerated evolution of global changes of a scale unseen in a century, China's development has entered a period of coexistence of strategic opportunities, risks and challenges, with increasing uncertainties and unpredictable factors, it is extremely important to maintain the bedrock of "agriculture, rural areas and farmers" and does not allow for any mistake, the document said.
Experts noted that the document's emphasis on the importance of modernizing agriculture and rural areas echoes with the far-reaching development blueprint laid out by the 20th CPC National Congress report, which pointed out that "the most challenging and arduous tasks we face in building a modern socialist China in all respects remain in our rural areas."

今年中央一号文件提出“建设供给保障强、科技装备强、经营体系强、产业韧性强、竞争能力强的农业强国”，这是“农业强国”首次出现在中央一号文件中。
文件再次重申了“三农”工作的重要性，“三农”的“压舱石”地位被再次强调。文件提到，全面建设社会主义现代化国家，最艰巨最繁重的任务仍然在农村。世界百年未有之大变局加速演进，我国发展进入战略机遇和风险挑战并存、不确定难预料因素增多的时期，守好“三农”基本盘至关重要、不容有失。党中央认为，必须坚持不懈把解决好“三农”问题作为全党工作重中之重，举全党全社会之力全面推进乡村振兴，加快农业农村现代化。
同时，文件提出，强国必先强农，农强方能国强。要立足国情农情，体现中国特色，建设供给保障强、科技装备强、经营体系强、产业韧性强、竞争能力强的农业强国。
中国农业科学院农业资源与农业区划研究所研究员姜文来表示，建设农业强国在中央一号文件中首次作为重点提出。我国是农业大国，但不是农业强国，建设农业强国有利于全面推进乡村振兴，迅速补齐现代化建设短板，而且对于我国建设社会主义现代化强国十分重要。
中央一号文件首次提出“加快建设农业强国”也有对国际环境的考量。中国人民大学农业与农村发展学院教授汪三贵表示，近年来，国际形势非常不稳定，面临世界百年未有之大变局，在这种背景下，农业对保持国家稳定和居民基本生活的重要性日益凸显，粮食问题不容有失。我国是人口大国，耕地资源稀少，更需要绷紧粮食安全的一根弦，要逐步减少对国际市场的依赖。以往我国是农业大国，总量很大，但很多农业先进技术和优质种质资源都被国外掌握，面临“卡脖子”的风险，未来我国农业生产要想在国际市场上有竞争力，必须建设农业强国，补齐农业生产的各方面短板。

Beijing will support top firms in creating ChatGPT-style large models to work toward new breakthroughs in the development of artificial intelligence (AI), according to a report released on Monday by the municipal bureau of economy and information. Beijing has obvious advantages in pursuing AI development on multiple fronts as the city had 1,048 major AI companies as of October 2022, accounting for 29 percent of the national total. In 2023, Beijing will guide enterprises, research institutes, open-source communities, and others to collaborate for the achievement of core AI technology innovation. An AI security and technological ethical governance system will be explored to promote the development of Beijing as a source of AI innovation with global influence.
北京将支持头部企业打造对标ChatGPT的大模型：北京市经济和信息化局13日发布《2022年北京人工智能产业发展白皮书》。根据白皮书，截至2022年10月，北京拥有人工智能核心企业1048家，占我国人工智能企业总量的29%，位列全国第一。北京核心区域的产业集聚能力较强，已经形成了全栈式的人工智能产业链。白皮书表示，今年北京市将引导企业、高校、科研院所、新型研发机构、开源社区等，围绕人工智能关键核心技术创新协同攻关，持续推动建设具有全球影响力的人工智能创新策源地。同时，支持头部企业打造对标ChatGPT的大模型，构建开源框架和通用大模型的应用生态，形成人工智能产业发展新突破。
Guangzhou on Tuesday rolled out a series of supportive measures for market players to fast track economic recovery. According to the document, the city is mulling a package of special policies to boost car consumption, including adding 30,000 purchase quotas for new energy vehicles in the first half of the year, as well as relaxing the curb on non-residents to buy energy-efficient cars.
广州上半年增加3万个节能车增量指标：广州市14日发布《关于支持市场主体高质量发展促进经济运行率先整体好转的若干措施》。《措施》提出，出台促进汽车消费专项政策，通过一揽子综合措施进一步激发汽车消费活力。继续实施新能源指标直接配置措施，2023年上半年额外增加3万个节能车增量指标配置额度，并临时放宽非本市户籍人员申请节能车增量指标资格条件。

China's charging infrastructure saw a near 100 percent year-on-year growth in 2022, bringing the total number to 5.2 million units, according to the National Energy Administration on Monday. Of these, approximately 650,000 were public charging facilities, bringing the cumulative total to 1.8 million; while around 1.9 million were private charging facilities, bringing the total to over 3.4 million, according to the NEA.

A number of Chinese cities have launched door services for COVID-19 antibody testing via e-commerce platforms, which are priced from 299 yuan to 599 yuan per individual, much higher than the service provided by hospitals, media reported on Monday. According to product information listed on e-commerce platforms, users can make an appointment after purchasing the product, and they will enjoy the door-to-door service the next day. The test results will be received within 1-2 working days.

Chinese electric vehicle battery titan CATL joined hands with Ford Motor to build and operate a $3.5 billion lithium iron phosphate battery plant in Michigan, US. CATL agreed to provide LFP battery cell technology and services to Ford's plant, according to a statement released by the US automaker. The so-called BlueOval Battery Park Michigan, which will have a capacity of about 35 gigawatt-hours, will employ 2,500 people when production begins in 2026, it added.

Sales revenue in China's gaming market declined for the first time in eight years in 2022 due to fewer new product launches, tighter restrictions and other unfavorable factors, according to a report released today during the China Game Industry Annual Conference. China’s game sales revenue plunged 10.3 percent last year from the year before to 265.9 billion yuan, as new products from big firms plunged significantly by 41.8 percent. The number of gaming users remained relatively stable at 664 million, down 0.33 percent yearly.

Koolearn Technology Holding’s shares sank by as much as 22 percent on Monday after two senior executives sold shares in the Chinese online education and e-commerce live-streaming company. Yin Qiang, executive director and chief financial officer at Koolearn Technology, sold 1 million shares for HK$61.6 million on Feb. 9, paring his stake to 0.4 percent, while Chief Executive Sun Dongxu sold 3.86 million on Feb. 7 and 8, making HK$217 million and cutting his equity to 1.18 percent from 1.57 percent.

Shares of Hong Kong Bright Smart Securities and Commodities Group soared after the securities firm said that the temporary closure of the accounts of its Chinese mainland customers will not affect the company’s business and earnings. The securities accounts opened by Chinese mainland customers will be suspended from Feb. 16 until relevant authorities clarify the regulations, Bright Smart announced late yesterday. At least 12 securities firms have suspended overseas account opening service for mainland investors, including Guotai Junan International, a separate report said.
多家券商暂停受理内地投资者开港美股账户：继香港本地券商耀才证券宣布2月16日起关闭内地投资者账户之后，13日，国泰君安国际也被曝暂停内地居民身份开户。据报道，目前东方证券、兴业证券等12家券商已不受理内地投资者开港美股账户的服务，光大证券、海通证券、安信证券则只接受内地居民亲赴香港办理。近日耀才证券向内地客户发送邮件称，鉴于早前内地监管机构指有部分香港券商于内地非法经营跨境证券业务，因此该公司需待内地监管机构厘清相关法规。内地投资者的账户将会由2023年2月16日起暂停使用，直至获得内地监管机构最新指引后，才可继续使用。耀才证券13日公告称“暂停内地账户不会对公司业务有任何影响”。

Chinese stocks closed mixed on Tuesday. The benchmark Shanghai Composite gained 0.3 percent, while the Shenzhen Component slid 0.15 percent. Hong Kong’s Hang Seng index also closed 0.2 percent lower, and the TECH index dropped 1 percent.
