The two-day Belt and Road Summit kicked off in Hong Kong today, drawing nearly 6,000 people from various countries and regions, together with high-level government representatives from 70 countries and approximately 100 delegations, making it the largest gala since the establishment of the annual event in 2016. 

Speaking at the summit, Hong Kong Chief Executive John Lee Ka-chiu said this forum is particularly special as it coincides with the 10th anniversary of the Belt and Road Initiative and marks the first face-to-face event since the COVID-19 pandemic.

Lee said that Hong Kong plays the role of participant, contributor and beneficiary in the Belt and Road Initiative, and the SAR remains steadfast in promoting the advancement of this wide-ranging blueprint and contributing to the country's efforts in global governance.

Hong Kong is determined to embrace the vast promise of the Belt and Road. The Hong Kong SAR government is redoubling efforts to serve as the Belt and Road's functional platform, Lee added.

Hong Kong has the support of the central government in maintaining its unique status and advantages to play an even greater role in the country's Belt and Road Initiative, Vice Premier Ding Xuexiang said on Wednesday via a video address at the summit, urging the SAR to deepen its regional cooperation.

This year’s summit will focus on the Association of Southeast Asian Nations and Middle East markets, which are emerging in the Belt and Road regions. Earlier, Lee led high-level delegations, comprising business leaders and officials, to visit both markets; both achieved substantial results, with dozens of memorandums of understanding signed.

During the summit, around 16 memorandums of understanding are expected to be signed. 

由香港特别行政区政府及香港贸易发展局合办的第八届“一带一路”高峰论坛9月13日正式揭幕，一连两日在湾仔香港会议展览中心举行。 

此次高峰论坛以“携手十载 共建共赢”为题，吸引了近70个国家和地区的近6000名政府官员、商界领袖、企业家和初创企业。超过100个海外和内地代表团参加峰会各项活动。

香港特区行政长官李家超在开幕环节致辞时表示，香港是扩大中国内地与世界合作的重要平台，在“一带一路”合作中扮演着重要角色，既是贡献者，亦是受益者。香港决心拥抱“一带一路”的巨大前景，并在“一国两制”原则下，与“一带一路”倡议的伙伴在贸易投资、创新技术以及基础设施发展等广泛领域扩大合作，实现共同繁荣。

他又提到，今明两天有超过260个代表团和35家国企参与项目投资和商业评估，期待各国人士能借此机会更加了解中国的经济发展潜力，找到合作伙伴。

论坛首日共签署16份合作备忘录和协议，涉及来自新西兰、马来西亚、越南、印尼、泰国及哈萨克斯坦的官方机构和企业。在开幕环节，中华人民共和国国务院副总理丁薛祥以视频形式发表开幕主旨演讲，表示中央支持香港长期保持独特地位和优势，在共建“一带一路”中发挥更为重要的功能。。

自2016年以来，“一带一路”高峰论坛已成为中国内地、香港和海外企业最大和最重要的“一带一路”商贸投资平台，历年来共举行了超过3800场项目对接会，超过33000位人士现场出席或线上参与。今年是“一带一路”倡议提出十周年，论坛除了继续致力于巩固东盟等市场外，特别增设“中东专场”，聚焦中东市场在“一带一路”倡议下的新发展及新协作。

本次论坛同时设置多个专题论坛，包括绿色金融、大湾区绿色科技、集融资、数码科技应用等；特设“金融专章”及“青年专章”，就“一带一路”初创企业及青年机遇进行探讨。

• The Customs Tariff Commission of the State Council has decided to extend exclusions of additional tariffs on some US imports until April 30, according to a statement on Wednesday. As the 10th extension of those additional tariff exclusions will expire on Sep 15, the commission made the decision in accordance with legal procedures, it said. Adopted as countermeasures against the United States' so-called 301 tariffs on Chinese goods, the tariffs were mainly levied on US imports including certain chemicals, metals and products and aerial photography drones.

  对美加征关税商品第十二次排除延期清单公布：9月13日，据财政部，经国务院批准，国务院关税税则委员会公布对美加征关税商品第十二次排除延期清单，对《国务院关税税则委员会关于对美加征关税商品第十次排除延期清单的公告》中的相关商品，延长排除期限。公告称，自2023年9月16日至2024年4月30日，对附件所列金属、化学原料、摄像机、无人机等商品，继续不加征我为反制美301措施所加征的关税。

• The Chinese delegation for the 19th Hangzhou Asian Games was officially set up on Tuesday. A total of 886 athletes from the Chinese mainland, including 36 Olympic champions, will participate in the multi-sport event which is set to open on Sep. 23 in Hangzhou, East China's Zhejiang Province. Except kabaddi and cricket, the delegation will take part in 38 sports and 407 events of the Asian showpiece that runs till Oct. 8. A total of 12,417 athletes from all 45 Asian countries and regions will compete at the Hangzhou Asian Games.

  杭州亚运会中国体育代表团成立：9月12日，杭州第19届亚运会中国体育代表团成立大会在北京举行。出征杭州亚运会的中国体育代表团共有参赛运动员886人，其中包括36名奥运冠军。杭州亚运会将于9月23日至10月8日举行。中国体育代表团将参加除卡巴迪、板球以外的38个大项、407个小项的比赛。亚洲45个国家和地区奥委会全部报名参加，其中运动员人数为12417人。

• A total of 150 hi-tech projects will be developed in the Lok Ma Chau Loop which is being transformed into a science and technology cooperation zone between Shenzhen and Hong Kong, Shenzhen vice-mayor Huang Min said yesterday. The Shenzhen Park is promoting projects by industries such as information technology, quantum technology and biotech, he said.  

  河套合作区深圳园区推进科研项目超150个：9月12日，广东省推进河套深港科技创新合作区深圳园区建设新闻发布会在深圳举行。据发布会上的消息，河套深港科技创新合作区深圳园区正在推进和落地高端科研项目超过150个，初步形成信息技术、量子科技、生物医药等若干优势产业集群。 

• Hainan province plans to issue offshore RMB bonds up to 5 billion yuan in Hong Kong on Wednesday, according to the provincial finance bureau. The bonds will be listed on the Hong Kong Stock Exchange in two-, three- and five-year terms, offering international investors more options for RMB asset allocation. The two-year bonds are sustainable development bonds. The three-year bonds are biodiversity-themed green bonds, the first of their kind to be issued by a local government in China. The five-year bonds are blue bonds, of which the proceeds will mainly be used for maritime economy and marine protection projects.

  海南将在港发行50亿政府债：9月12日，海南省在香港发行离岸人民币地方政府债券路演顺利完成。据悉，此次海南省预计在香港簿记建档发行不超过50亿元离岸人民币地方政府债券，发行期限为2年、3年和5年期。发行的债券中，2年期为可持续发展债券，3年期为生物多样性主题绿色债券，5年期为蓝色债券。募集资金主要投向医疗、教育等民生保障，环境监测修复、物种资源保护及海洋保护等重点领域，持续推进海洋生态保护和修复。

• The Ministry of Education has issued provisional measures for imposing administrative penalties for illegal off-campus tutoring, which will take effect on Oct.15. The penalties include warnings, fines, confiscation of illegal income, revocation of licenses, and restrictions on practicing. The maximum fine is 100,000 yuan. Some violations will result in heavier penalties, including off-campus tutoring offenses that are repeated within two years after the previous offense was dealt with, as well as off-campus tutoring by teachers at primary or secondary schools. At the same time, off-campus tutoring institutions organizing unauthorized social competitions for pre-school children, primary and secondary school students will also be subject to administrative penalties. 

  校外培训行政处罚暂行办法颁布：教育部9月12日颁布《校外培训行政处罚暂行办法》，对校外培训行政处罚立规定则，将于10月15日起施行。校外培训行政处罚的种类包括：警告、通报批评；罚款、没收违法所得、没收非法财物；责令停止举办等。《办法》明确了擅自举办校外培训机构，擅自开展学科类隐形变异培训，擅自举办社会性竞赛，违反法律、行政法规和国家有关规定开展培训活动等违法情形及法律责任。并对实施校外培训违法行为被处理后两年内再次实施校外培训违法行为的，依法从重处罚。

• Huawei Technologies inked on Wednesday a global patent cross-licensing deal with Xiaomi, according to a statement from Huawei. The deal covers communication technologies including 5G, it said, and marks the resolution of a patent licensing dispute between the two firms. Huawei also has patent license agreements with other tech players such as Oppo and South Korea's Samsung.

• Apple on Tuesday unveiled a new series of iPhones including the iPhone 15, iPhone 15 Plus, iPhone 15 Pro and iPhone 15 Pro Max. Compared with the previous models, the newly-released iPhones have new chips and new titanium shells and come with a USB-C charging cable. The Dynamic Island notch at the top of the screen, which was previously exclusive to the Pro and Pro Max models in iPhone 14, is now available on all phones in the iPhone 15 lineup. The new series of iPhones will be available on Sep. 22, with pre-orders starting this Friday, with a minimum price tag of 5,999 yuan for iPhone 15, while the Pro series starts from 7,999 yuan.

• Alibaba said on Wednesday it would open its artificial intelligence model Tongyi Qianwen to the public, in a sign it has gained Chinese regulatory approval to mass market the model. The Alibaba Cloud Intelligence Division said organisations including OPPO, Taobao, DingTalk and Zhejiang University have reached cooperation agreements to train their own large language models or develop language model applications based on Tongyi Qianwen, Alibaba said on its WeChat account, adding that an open source version of the large language model would become available in the near future for free commercial use by the whole society.

  阿里云通义千问向全社会开放：9月13日，阿里云宣布通义千问大模型已经通过备案并正式向公众开放。目前，一些知名企业和高校如OPPO、得物、钉钉、淘宝和浙江大学已经与阿里云达成合作，他们正在利用通义千问训练自己的专属大模型或开发大模型应用。阿里云表示，近期将开源一个更大参数规模的大模型版本，供全社会免费商用。

• China's exports of new energy vehicles soared 110 percent year-on-year to 727,000 in the first eight months, according to the Ministry of Industry and Information Technology on Tuesday. China's auto exports totaled 2.94 million units in the period, up 61.9 percent. 

  前8月新能源车出口增长1.1倍：9月12日，工信部公布2023年8月份汽车工业经济运行情况。进出口方面，1-8月，汽车整车出口294.1万辆，同比增长61.9%。新能源汽车出口72.7万辆，同比增长1.1倍。

• China's first floating ocean thermal energy conversion device for generating electricity has successfully completed offshore testing, marking the first time the country has achieved theoretical validation and engineering operation of the project under actual marine conditions, according to chief developer of the project, the Guangzhou Marine Geological Survey (GMGS) on Tuesday. The 20-kilowatt device was carried by the Ocean Geology 2 ship, which successfully completed an offshore trial in the South China Sea and returned to Guangzhou, said the project developer.

  我国首套海洋漂浮式温差能发电装置完成海试：9月12日消息，近日，中国地质调查局广州海洋地质调查局牵头研发的20kW海洋漂浮式温差能发电装置近日在南海成功完成海试，返回广州南沙。标志着我国海洋温差能开发利用从陆地试验向海上工程化应用迈出了关键一步。

• The third-largest sovereign wealth fund of the United Arab Emirates, which manages assets of USD276 billion, has reportedly set up an office in Beijing. The Beijing office that opened last week is the sixth Mubadala Investment established outside of the UAE. Mubadala reached an investment scale of USD500 million to USD2.5 billion in China, with targets including many well-known Chinese companies, such as short-video platform Kuaishou Technology, online recruitment platform Boss Zhipin, and new energy vehicle startup Xpeng Motors.

  2万亿中东主权基金设北京办公室：9月12日消息，近日，阿联酋第三大主权财富基金穆巴达拉投资公司举行了北京办公室开业仪式，至此，总部位于阿布扎比的穆巴达拉已设有6个全球办公室。据悉，穆巴达拉目前已经投资超过80个项目，投资组合包括：快手、BOSS直聘、小鹏汽车、诺和诺泰等公司。其主要进行多领域投资，具备5亿到25亿美元的投资灵活性，追求更大规模的交易。根据官网信息，穆巴达拉最新管理规模超过2760亿美元，约合人民币20000亿元。

• Chinese stocks fell on Wednesday, tracking a retreat across Asia, ahead of a crucial US inflation data. The benchmark Shanghai Composite eased 0.5 percent and the Shenzhen Component sank 1.1 percent. Hong Kong stocks extended losses to a sixth day, with the Hang Seng index slipping 0.1 percent and the TECH index down 0.6 percent.

  A股震荡港股微跌：周三A股大盘全天震荡调整，创业板指盘中创年内新低，沪指尾盘有所回升。截至收盘，沪指跌0.45%，深成指跌1.14%，创业板指跌1.14%。沪深两市今日成交额6982亿，较上个交易日缩量101亿，成交金额再度萎缩至7000亿以下。北向资金全天净卖出65.92亿元。港股高开低走，恒生指数收跌0.09%，恒生科技指数收跌0.56%。
