The Resolution of the Central Committee of the Communist Party of China (CPC) on Further Deepening Reform Comprehensively to Advance Chinese Modernization emphasizes pursuing High-Standard Opening Up. It states: “Leveraging the strengths of China's enormous market, we will enhance our capacity for opening up while expanding international cooperation and develop new institutions for a higher-standard open economy.”

In discussing economic and trade cooperation with SFC, Manuel Dembo, First Secretary of the National Assembly of Angola, acknowledged the extensive collaboration between Angola and China over the past 40 years, especially in infrastructure development. "We have cooperations in many strategic industries," he said, mentioning roads, bridges, dams, electricity, and water projects. Dembo also shared valuable insights from grassroots legislative contact points in China, stressing the need for Angola to adopt similar practices. “Listening to people's opinions and embodying them into the law will help to increase the people's sense of identity with the law,” he emphasized.

Expressing confidence in both countries, Dembo believed in a prosperous future for both nations and their collaborative efforts. “China is sure to become more prosperous,” Dembo affirmed.
